What the textbooks on hydraulic engineering rarely discuss is the social infrastructure that ran alongside the physical one. The traditional kudimaramathu system — roughly translated as community maintenance — obligated landowners along a channel to contribute labour for its upkeep in proportion to the acreage they irrigated from it. Records from Thanjavur district going back to the eighteenth century show detailed accounts of who dug, who carried soil, who reinforced embankments after the late rains. The system was not free of coercion; caste and tenancy shaped who did which work and under what conditions. That is also part of the record.
