The Ones Who Count the Rain

A field researcher meets Mama Rehema, an older woman in rural Tanzania who has kept a handwritten record of rainfall duration for twenty-two years. Her observations align with peer-reviewed data but contain dimensions no institution can replicate: decades of place-based, life-dependent attention. The story makes a quiet, compelling case for genuine knowledge exchange between scientific and indigenous ways of knowing.
Mama Rehema keeps a notebook. Not a scientific one — the pages are ruled for arithmetic, the cover is purple with a cartoon lion on it, left over from a grandchild who grew out of it. But inside, in the careful hand of someone who learned to write later in life than she would have liked, she records the date of the first serious rain each season, the date the last rain falls, and a number in the margin that she calculates herself: the gap, in days, between the two. She has been doing this for twenty-two years.
I met her at the edge of a sisal field outside Kilosa, where our monitoring team was setting up a camera trap near a seasonal stream. She came to watch, not suspiciously — just with the particular attention of someone who has learned that strangers sometimes carry useful information, and that it is worth waiting to find out. When she understood what we were doing, she nodded and asked whether we also counted the days between rains. When I said we measured rainfall in millimetres, she looked at me kindly, the way I sometimes look at a student who has answered a slightly different question than the one I asked.
What she tracks is not volume. It is duration — the length of the wet season as an event in time, a thing with edges. And those edges, she told me, have been moving. Not catastrophically, not in a way that makes headlines, but steadily, like a tide going out one centimetre at a time. The rains start later. They end earlier. The gap number in the margin has been shrinking.
I have read the peer-reviewed literature on rainfall variability in central Tanzania. The data agree with her notebook. But the literature cannot tell me what she also knows: which field floods first, which path becomes impassable, how many days after the first rain the termites swarm, and whether the swarm comes before or after the weaver birds begin nesting in the acacia near the stream. She holds a map that has no paper version.
This is the thing I keep returning to, in classrooms and in the field alike. We have built institutions — universities, research stations, government ministries — to produce knowledge about the natural world. Those institutions do important work. I am not romantic about tradition for its own sake, and I will not pretend that every piece of inherited wisdom is accurate or sufficient. But there is a category of knowledge that institutions are structurally unable to produce: knowledge that requires staying in one place for decades, paying attention not because you are funded to but because your life depends on the information, and integrating what you observe across seasons and generations rather than across journal articles.
Mama Rehema cannot tell me the pH of the stream water. I cannot tell her when the rains will break. We are, in a very practical sense, more useful to each other than either of us is alone.
Our monitoring initiative has started, quietly, to formalize this kind of exchange. Not to extract local knowledge and translate it into datasets — that has been done badly too many times, the knowledge taken and the people left without even an acknowledgement in the footnotes. What we are trying, instead, is something more like a conversation with structure: community observers who record what they already observe, in forms that can be compared across sites, paired with field data that can answer questions the community observers bring to us. The camera trap, in Mama Rehema's case, was partly her idea. She had noticed something eating the maize at the field boundary on moonless nights and wanted to know what it was. A crested porcupine, as it turned out. She seemed satisfied. She already knew how to deal with porcupines.
I think often about what it means to call something a data gap. In the scientific literature, a data gap is a place where measurements have not been taken. But standing in a field with a woman who has been measuring the same thing for twenty-two years, in her own system, for her own reasons, I wonder if the phrase we need is something closer to a listening gap — a place where knowledge exists but no one with institutional authority has yet been quiet enough to hear it.
The sisal stands in long green rows. The stream runs lower than it did. Somewhere in the acacia, a weaver bird is beginning to gather grass. Mama Rehema looks at the sky with the specific expression of someone reading a text she has read many times before — not casually, but with full attention, because the meaning keeps changing.
